With more and more technology creeping into to cycling does it make sense for a pro team to hire a full time technologist .? Basically an engineer that keeps up with stuff and tries to optimize rider / equipment performance. I'm sure the teams rely heavily on the sponsors engineering team but that can sort of get tricky. Who really makes the call as to what to ride ?

Sponsors!
There is a history of cosmetic changes that maximized the benefits to riders and still made sponsors happy - such as Litespeeds painted to look like euro sponsors' steel bikes a few of decades back. Seems like that would be hard to do that with components and other tech.
