The claim that bikes don't belong on the road because they don't pay taxes for the road is just pure unadulterated ignorance on the part of the idiots giving that argument.
The fact is that taxes paid through motor vehicle registration or gas taxes pay only about HALF of the cost of building and maintaining new roads.
The rest of the money comes from various bond issues, sales taxes, developer fees, and other taxes.
Just goes to show how completely ignorant many people are about exactly what their various taxes pay for.

This is England, not the United States. Does anyone know how roads are funded over there? (I believe they have has far higher gas taxes for decades, so it is possible that gas taxes pay a lot higher percentage of road costs than here.)

It's similar, tho proportions may be different. I saw a website recently by a canadian guy comparing road funding in several countries. All had significant portions funded by general funds, besides vehicle or gas taxes. In fact, much of the gas tax in Europe go to social welfare funding, public transport, etc, not roads.
