how cheap of a bike can you build that you wouldn't be embarrassed to ride?  i was trying to piece together a commuter bike for a friend using all new components, multiple gears and not something butt ugly or of such poor quality that it's impracticle. i was shooting for around $200 but i only got as far as a frame from nashbar for $100. a 3 speed rear wheel would blow my budget.

New build isn't the way to go for a commuter. craiglist, ebay etc. you can get a "cool" commuter for $250 I bet.

+1 jmdirt. The new component requirement eliminates your price point. But going used you can get something workable, I should think.

it's hypothetical at this point because they already got a bike. it just had me curious. i ended finding an old steel puegeot beach cruiser with shimano 6 speed components. i changed a couple of cables and un-froze and lubed the chain and it worked surprisingly good. another friend brought over a newer schwinn from wally world to tune up. virtually impossible with all the slop in the rear derailleur.

Early 90's mtbs make great commuters. A lot of times the shifters seem broken, but after a good flush they *may* be good as new. They usually have a full complement of rack mounts, and there are a tone of tire options. Actually, come to think of it, most early 90's bikes make great commuters.
