I thought hairy legs were faster, like dimples on a golf ball or the rough skin on a shark.
Which is not to say that riders with hairy legs are faster.

Time trialists need numbers like this to justify their shaved legs. Mass start racers don't. There is a simple test anyone can do that is convincing. No watch is required. The test? Lay the bike down at speed, say to the right. Now shave your legs (after they have healed. Repeat to the left. Now, when that pile-up happens and you are part of it, which scenario do you want, shaved or not-shaved. (Hint: only if you shaved will you hear the nurse say "Thank you for shaving." That's music to the ears.)

I did not click the link, but noticed in the pic they are on stationary trainers. I doubt any saved time. I once tried using my areo helmet on my trainer. No impact on speed even when I turned on a fan.

I went back to using a safety razor with double edge blades for shaving recently. For my face, that is. A little harder to manage than the single blade injector razor I had been using, but it gives a great shave and has a feeling of 'permanence' about it, unlike those plasticky razors.

I shave because:
1) Less/no mud caked on my legs
2) Easier clean up after a race
3) Easier/better wound care
4) Easier sun block application
5) Better view of my veins

jmdirt, and less road rash/raw skin as the skin around the wound hasn't had its hairs ripped out. Also no hairs in the wound.
